ISABEL MARGARITA PAVEZ GUZMÁN , CI 6.553.069-4 , is arrested a taken, along with his baby, CRISTÓBAL RENÉ AMIGO PAVEZ, from Linares to a clandestine detention center. Isabel Pavez was in Linares running away from the persecution unleashed in Santiago against all political parties in Chile. This repression started in 1973 after the coup-de-estate that started the Pinochet dictatorship.
Isabel Pavez was being persecuted under the charges of being affiliated to the Chile Comunist Youth. Cristóbal was in the same truck were Isabel Pavez was conducted to the detention center; despite not having seen him, she was able to hear him crying. From the moment she was kidnapped, to the moment she got to the detention center, Isabel Pavez was tortured, to the point that she does not remember how long the trip took. In the clandestine detention center in Santiago, she suffered all types of tortures. A few days later, Cristóbal is taken to his mother, and they are together for four days. After that time, the boy is taken away again, and the militars say to Isabel that seeing his baby again depends on whether she speaks or not. Isabel Pavez remains in the detention center, and is subject to tortures for three months. From that center, she is taken to another detention center in Santiago, where she is missing for five months. For Christmas, she is taken to the g!
ates of the detention center and to the streets along with some other missing people, with no explanations given. They are told to get away rapidly. CRISTOBAL RENE AMIGO PAVEZ IS STILL MISSING. SHE WOULD BE 26 YEARS OLD TODAY.
JUNE 1986
Special Forces "carabineros" arrest ISABEL MARGARITA PAVEZ GUZMÁN in the street, along with many other people. This people were arrested while demonstrating in favor of public education. Isabel Pavez and the others are taken to the Third Police Station, In Santiago. She is kept there for one day. All the arrested persons were brutally beaten and kept on a yard, under the rain, without any food and not being allowed to go to a bathroom. The day after the arrest, all the women are taken to the First Police Station in Santiago, while men are kept in the Third Police Station. She is then taken to the Ninth Police Station. During the moving, her eyes were not covered, since the repressing forces acted (just as they act today) with complete impunity.
At the police station she meets a number of women, all of them public school teachers who were in the demonstration (more than 4000 people assisted that demonstration). She is taken to a waiting room along with four other teachers. The age range of this people was wide, from young women to elder women (one of them told a "carabinero": "My son, I taught you how to read"). While the other women were taken to other rooms, Isabel Pavez was "checked" (brutally sexually harassed) by the physician of Carabineros, and she is obliged to sign a certificate that stated that she had had no injuries. The physician signs the certificate too, denying what he was seeing. This was, and still is, usual among physicians that are servants of dictatorships.
>From that place Prof,. Pavez is taken to a cell. Chilean law in force at that moment allowed for five days of incomunication, which is applied to Isabel Pavez. On the sixth day, the physician appears again, and Prof. Pavez is subjected to new abuses by him. Again, she is obliged to sign a certificate stating that she had suffered not mistreatment or injuries, as a condition to set her free. At 1 AM, Prof. Pavez leaves the police Station, without any of her belongings, which had been stolen by the Carabineros.
OCTOBER 1986
The Centro Nacional de Inteligencia (CNI) kidnaps Prof. Pavez in the street,, in front of numerous witnesses. She is grabbed by her arms, and taken brutally into a car, forcing her to keep her head down during the ride. In those times, all the intelligence services depended upon the CNI, and kidnappings in the street at day light were usual. Prof,. Pavez is taken to a clandestine detention center in Santiago, where she is tortured, and asked about the life attempt against Pinochet that had occurred the month before.. Many people was kidnapped and tortured in those days, looking for the authors of the life attempt. All of that people belonged, in almost all cases, to political parties and social movements declared illegal by Pinochet's dictatorship.
Prof. Paves is taken to the torture room, where people was subject to all kind of abuses, in the presence of Fiscal Fernando Torres Silva, who personally directed the torture sessions, saying how to torture, who to torture more heavily, and when to stop. He himself asked the questions during the torture session. Prof. Pavez is tortured in that same day se is arrested, and for a whole month. In some cases other people was being tortured at the same time and in the same room.
Due to actions and protests from Human Rights organizations against the repression unleashed on September 1986, Prof. Pavez, along with other people is presented to TV cameras. She was given clothes that did not belong to her, and make up was used by the Carabineros to make believe that the arrested people was in good condition. The dictatorship as a usual methodology used this practice of presenting the tortured people in front of the cameras. For example, four people of the Movimiento de Izquierda Revolucionaria, who had been missing for a number of months, were presented in a video to the national TV news. These people are still missing, and it is not known whether the video was filmed during those days or many months before.
Before being put in front of the cameras, Prof. Pavez is told that she must say that she had not been tortured, and that she will be asked questions which she would answer according to what is written in large paperboards that would be put in front of her. All the persons that are put in front of the cameras are given the same instructions. The journalists and the media that participated on this were accomplices, since they themselves were holding the paperboards. Prof. Paves cannot see without her eyeglasses, which had been shattered during the tortures, and therefore could not read what was on the paperboards.
Once the masquerade organized by the Chilean media and the CNI was over, the persons were taken back to the detention centers, where they were tortured for not answering what they were told, or for having remained in silence.
In November 1986 Prof. Pavez is released from captivity, and taken to the street without any of her belongings, which had been stolen by the CNI.
JUNE 1987
Sixteen people are assassinated in the Corpus Christi killing (Calles Operation Albania by the CNI, directed by Alvaro Corbalán). The assasinations occurred for two days at four places in Santiago. The husband of Prof. Pavez was among the persons that were killed.
NOVEMBER 1989
Prof. Pavez is again kidnapped by the CNI, at daylight. Once in the clandestine detention center she is told that she has been kidnapped as a revenge because the elections were near, and that due to people like her "this" is happening.. "This" was the election process. Isabel Pavez is tortured. During the torture session she is not interrogated, she is only told, once and again, that it was only a revenge (the same type of revenge that the Carabineros and Investigaciones , repressing forces composed of the same tortures that acted years ago, conduct nowadays). Fifteen days later she is released, without any of her belongings, as it is usual.
JANUARY 2001
A ferocious wave of repression sweeps Chile, due to the home arrest of Pinochet. Officials of Investigaciones get to Prof. Pavez home on January 30th. They carry a notification that indicates that she should be present at the Cuartel General de Investigaciones on the day after, for accusations orchestrated under a false judicial cause. Prof. Pavez attorney has already denounced this false cause to the Interamerican Court of Human Rights.
The next day Prof. Pavez goes to the place indicated in the presentation with her attorney. While the attorney talks with the officials, a guardian takes her to a room. The guardian locks the door and she is forced to sit down. The guardian, a man approximately 1,70 m tall, with black, very short, hair, dressing the uniform of Investigaciones, starts harassing her, telling her that they take prostitutes to that room, where they rape them, and that that is the "payment" they owe to keep working. He tells her that all women taken to that room were either "poor or prostitute". The harassment went on for ten minutes. Not being able to stand it any more, Prof Pavez jumped over the man. He took her by her hands, and sat her on the chair with curfews on her hands. The torturer then took her knife (known as "corvo" in Chile"), cuts Prof, Pavez hair and abused her sexually. This which is horrorific and may sound incredible, is usual practice in Chile Today.
When this new torture session was over, the delinquent in a uniform takes Prof. Pavez to the place where her attorney is. Despite realizing what had happened the attorney, makes no commentaries, since in Chile this can result in immediate detention and accusations of "revolting against the authorities"
This case will be presented in these days to the Chilean Justice Tribunals , which are composed by a large number of judges that were part of the CNI, or that are openly Pinochetist. This situation makes this type of lawsuits to have no chance of being resolved. The case will also be presented to the Interamerican Court of Human Rights in March.
In February 2001 Prof. Pavez left Chile on an academic related trip which she had planned in October 2000. She had planned to go back to Chile on February 19th but , due to the sequence of events that have been presented above she has not returned yet. On February 2001 his husband, who is still in Chile, suffered a life attempt and was ferociously beaten by military forces. Four men run over him with a truck and left a hand-written paper with death menaces against Isabel Pavez (to those who have not received our previous mail which gives an account of this episode, please request it).
WE REQUEST TO THE HUMAN RIGHTS ORGANIZATIONS TO THE GOVERNMENTS, TO THE MEDIA AND TO ALL THE WOMEN AND MEN OF THE WORLD TO PLEASE, DISTRIBUTE THIS EMAIL, SENDING COPIES TO THE CHILEAN GOVERNMENT. THE CHILEAN GOVERNMENT SHOULD BE HOLD RESPONSIBLE FOR WHATEREVER COULD HAPPEN TO PROF. ISABEL MARGARITA PAVEZ GUZMÁN OR TO ANY OF HER RELATIVES OR FRIENDS.

MAYO DE 1975
ISABEL MARGARITA PAVEZ GUZMÁN , CI 6.553.069-4 es llevada , junto a su bebé, CRISTÓBAL RENÉ AMIGO PAVEZ, desde Linares a un centro clandestino de detención. Isabel Pavez se encontraba en esa localidad huyendo de la persecución desatada en Santiago por la represión, contra los partidos políticos, represión iniciada en 1973, al ocurrir el golpe del Estado con el cual comenzó la dictadura de Pinochet.
La persecución contra Isabel Pavez en ese momento era bajo la acusación de ser miembro del las Juventudes Comunistas de Chile. Durante el traslado al centro de detención clandestino, Cristóbal, que era en ese momento un bebé de 7 meses de edad, iba en el camión. Isabel Pavez sabe esto no por haberlo visto, sino por haber escuchado su llanto. En el trayecto desde donde fue secuestrada hasta el centro de represión, Isabel Pavez es torturada, al punto de no recordar cuánto tiempo duró ese viaje. En el centro clandestino de detención , sito en Santiago, es sometida a todo tipo de torturas. Algunos días después, Cristóbal es llevado para que su madre lo vea, y lo dejan con ella cuatro días. Los represores regresan pasados esos días, le quitan a Isabel Pavez su hijo, diciéndole que de que ella hable depende que le devuelvan o no al niño. Isabel Pavez permanece detenida y sometida a torturas en el centro clandestino durante tres meses. Desde allí es trasladada a otro centro de tort!
uras, también en Santiago, en el que permanece como desaparecida durante cinco meses. Para Navidad varios desaparecidos son llevados hasta las puertas de los centros de detención y sacados a la calle, sin ninguna explicación, diciéndoles que se alejen rápidamente. AL DÍA DE LA FECHA CRISTÓBAL RENÉ AMIGO PAVEZ SE ENCUENTRA DESAPARECIDO. HOY TENDRÍA 26 AÑOS.
JUNIO DE 1986
ISABEL MARGARITA PAVEZ GUZMÁN es detenida en la calle , junto a muchas otras personas, por Carabineros de Fuerzas Especiales. Esta gente que fue detenida se encontraba manifestando a favor del mantenimiento de la educación pública. Isabel Pavez es llevada a la Tercera Comisaría, en Santiago, junto a los demás, donde permanece un día. Las personas fueron golpeadas brutalmente, y fueron mantenidas en el patio, bajo la lluvia, sin poder comer ni ir al baño. Al día siguiente, la Prof. Pavez es trasladada a la Primera Comisaría, también de Santiago junto a las mujeres detenidas en la manifestación, permaneciendo los hombres en la Tercera. Allí le toman los datos y es trasladada, sola, a la Novena Comisaría, que es la Prefectura de la Zona Norte. En ninguno de los traslados le fueron vendados los ojos, ya que las fuerzas represoras actuaban (igual que hoy) con total impunidad.
Al llegar a la comisaría, se encentran varias mujeres, todas ellas docentes, ya que la manifestación había sido de más de 4.000 personas, la mayoría de ellas dedicada a la educación pública. Es llevada a una sala de espera, junto a otras cuatro docentes, de edades muy diversas, tanto jóvenes como ancianas (una de ellas le dijo a un carabinero: "Hijo mío, yo te enseñé a leer"). Mientras llevaban al resto de las docentes, que permanecían en otras dependencias, al baño de la comisaría (sin puertas), Isabel Pavez es "revisada" (manoseada brutalmente) por el médico de Carabineros, y es obligada a firmar un certificado en el que se decía que no había sufrido daños, que también firma el médico, negando lo que estaba viendo, como fue y es usual en los médicos que actúan como empleados de las dictaduras.
Desde allí la Prof. Pavez es llevada a una celda donde es encerrada. La ley imperante en Chile en ese momento permitía cinco días de incomunicación, lo que le fue aplicado a Isabel Pavez. Al sexto día, aparece nuevamente el médico. La Prof. Pavez es sometida nuevamente a manoseo y vejaciones por el "profesional", que le hace firmar nuevamente un certificado en el que dice que ella no ha sufrido atropellos de ningún tipo, como condición para ser liberada. A la 1 de la madrugada, sin ninguna de sus pertenencias, que le fueron robadas por Carabineros, la Prof. Pavez sale de la comisaría.
OCTUBRE DE 1986
La Prof. Pavez es secuestrada en la calle por el Centro Nacional de Inteligencia, a la vista de varias personas. Los secuestradores la toman de los brazos y la introducen bruscamente en un auto, obligándola a mantener la cabeza baja. En ese momento, todos los servicios de inteligencia dependían de la CNI, y los secuestros a plena luz del día eran usuales. La Prof. Pavez es llevada a un centro clandestino de detención, en Santiago, donde es torturada, preguntándole por el atentado al dictador Pinochet, que había ocurrido en el mes anterior. Mucha gente fue secuestrada en esa época, como la Prof. Pavez, y sometida a torturas por ese atentado, buscando a los autores. La gente secuestrada pertenecía, en casi todos los casos, a partidos políticos y movimientos, declarados ilegales por la dictadura de Pinochet.
La Prof. Pavez es llevada a la sala de torturas, donde las personas eran sometidas a todo tipo de vejámenes, bajo la mirada del Fiscal Fernando Torres Silva, quien dirigía personalmente estas torturas, indicando cómo torturar, a quién torturar más, a quién dejar de torturar, y haciendo él mismo las preguntas durante estas torturas. La Prof. Pavez es sometida a torturas ese día , mientras en la misma sala eran torturadas otras personas, y continúan sometiéndola a esto durante un mes , a veces sola, a veces en la misma sala con otras personas.
Dado que existían ya en ese momento reclamos de los organismos de Derechos Humanos por la represión desatada a partir de septiembre de 1986, la Prof. Pavez, junto a otras personas, es presentada ante las cámaras de televisión de todo Chile. Para esto, fue maquillada por sus torturadores y le pusieron ropas que no le pertenecían. Se intentó con esta maniobra dar la imagen de que no había torturas, que la gente detenida estaba bien, que sólo estaban presos para averiguar datos. Esta práctica de ser presentados los torturados y torturadas frente a cámaras fue utilizado como metodología usual por la dictadura de Pinochet., por ejemplo, cuatro personas del Movimiento de Izquierda Revolucionaria, desaparecidos varios meses antes, fueron presentados mediante un video en los noticieros. Estas personas son desaparecidos, y no se sabe si el video fue hecho en los días en que fue presentado, o varios meses antes.
Antes de ser colocada ante las cámaras, se le dice a la Prof. Pavez que debe decir que no ha sido torturada y que está voluntariamente hablando ante las cámaras, y que se le harán preguntas cuya respuesta deberá ser la escrita en unos enormes cartones frente a ella. Estas instrucciones son dadas a todas las personas torturadas que iban a ser colocadas frente a las cámaras. Los periodistas y medios televisivos que participaron de esto fueron cómplices, pues sabían de qué se trataba, ya que ellos mismos sostenían estos cartones. La Prof. Pavez no veía sin anteojos, y éstos habían saltado en pedazos durante las torturas, por lo que ella no veía lo que decían los carteles.
Terminada la farsa montada por los medios de comunicación chilenos y la CNI, las personas fueron llevadas nuevamente al centro de detención, donde fueron sometidos a torturas por no haber respondido lo que se les indicó y haberse mantenido en silencio.
En noviembre de 1986 la Prof. Pavez es llevada hasta la calle, sin sus pertenencias, que fueron robadas por la CNI.
JUNIO DE 1987
Ocurre la Matanza de Corpus Christi (llamada Operación Albania por la CNI, dirigida en ese momento por Álvaro Corbalán), donde son asesinadas 16 personas. Los asesinatos ocurrieron en cuatro lugares de Santiago, durante dos días. En esa matanza es asesinado el esposo de la Prof. Pavez.
NOVIEMBRE DE 1989
La Prof. Pavez es nuevamente secuestrada por la CNI, a plena luz del día. Una vez en el centro clandestino de detención al que fue conducida, se le dice que fue secuestrada como revancha porque se acercaban las elecciones, y que "por culpa de gente como tú pasa esto". "Esto" eran las elecciones. Isabel Pavez es sometida a torturas, donde nada se le preguntaba, sino que se le hacía conocer una y otra vez que la CNI estaba ejerciendo venganza (tal como lo hacen hoy Carabineros e Investigaciones, organismos constituidos por los mismos torturadores de entonces). Quince días después es colocada en la calle, sin sus pertenencias, como era usual.
ENERO DE 2001
Se desata una ola de represión debido al arresto domiciliario de Pinochet. Personal de Investigaciones se presenta en el domicilio de la Prof. Pavez el día 30 de enero. Llevan una notificación por la cual ella debía presentarse al Cuartel General de Investigaciones al día siguiente, bajo acusaciones armadas mediante una falsa causa , ya presentada por el abogado de Isabel Pavez ante la Corte Interamericana de Derechos Humanos.
La Prof. Pavez se presenta al día siguiente en el lugar de la citación, con su abogado. Mientras el abogado está hablando con las autoridades del lugar, ella es llevada a un cuarto, con un guardia custodiándola, quien la hace sentar y cierra con llave la puerta. El guardia, un hombre de 1,70 mts. aproximadamente, cabello oscuro, muy corto, vestido con el uniforme de Investigaciones, comienza a hostigarla, diciéndole que ellos llevan allí a las prostitutas y las violan, y que ésa es la forma de pago para seguir trabajando. Le dice que allí nunca entró ninguna mujer que no fuera "pobre o puta". El hostigamiento siguió durante unos diez minutos, al cabo de los cuales la Prof. Pavez, no pudiendo soportar más, se abalanzó sobre el sujeto. Él la tomó de las manos, y tirándola sobre la silla, la esposó. A continuación, el represor, sacando su cuchillo (llamado en Chile "corvo") le cortó a Isabel Pavez el cabello y la sometió a abusos sexuales. Esto, que es horroroso y puede parece!
r increíble, es práctica usual en el Chile de hoy.
Terminada esta nueva sesión de torturas, el delincuente con uniforme lleva a la Prof. Pavez adonde se encuentra su abogado, quien a pesar de darse cuenta de la situación, no hace comentarios, debido a que eso en Chile puede dar lugar a detención inmediata por "sublevarse contra la autoridad".
Este caso será presentado en estos días ante los Tribunales de Justicia chilenos, en los cuales hay gran cantidad de jueces que pertenecieron a la CNI, o que son abiertamente pinochetistas, por lo que este tipo de querellas no tiene oportunidad alguna de ser resueltas.
El caso será presentado ante la Corte Interamericana de Derechos Humanos en este mes de marzo.
La Prof. Pavez tenía determinado realizar un viaje de estudios al exterior desde el mes de octubre, por lo que salió de Chile en febrero de 2001. Ella debía regresar a su país el día 19 de febrero, pero no se atreve a hacerlo debido a todo lo relatado, a lo que se suma el atentado contra su actual esposo, ocurrido el día 2 de marzo (pedimos a quienes no hayan recibido el mail en el cual relatamos este atentado, que nos los soliciten).

Aspettando il processo Pinochet, in Cile continuano le intimidazioni e la violenza dei militari.
2 marzo 2001 Santiago del Chile.
Alle ore10.30, in una zona residenziale della capitale cilena, un furgone guidato da sconosciuti investe intenzionalmente su un marciapiede un cittadino, Martin Branje Rodriguez, antropologo laureto alla Sorbonne attualmente musicista. Il furgone utilizzato è dello stesso tipo di quello già utilizzato più volte in questo tipo di attentati, oramai con frequenza di uno la settimana, da gennaio, cioè da quando Pinochet si trova agli arresti domiciliari.
Martin Branje Rodriguez non è mai stato un attivista politico, ne¹ ora ne in passato, ma è il marito di Isabel Pavez Guzmàn attualmente all¹estero. La storia di Isabel Pavez Guzmàn è purtroppo comune a molte altre persone cilene di questi ultimi trent¹anni. Nel maggio del 1975 viene incarcerata in un centro clandestino di detenzione e suo figlio Cristobal di 7 mesi gli viene sequestrato. Da quel momento per molti anni viene violentata, torturata e perseguitata. Nel giugno1986 durante una manifestazione di insegnanti per la difesa dell¹educazione pubblica insieme a molti altri professori della scuola pubblica viene arrestata e nuovamente vessata di ogni tipo di violenze. Rilasciata dopo aver firmato un foglio dove escludeva di aver subito qualsiasi tipo di violenza viene di nuovo sequestrata nell¹ottobre dello stesso anno. In quegli anni esistevano organismi per il Diritto Umano che vigilavano sul Cile e la professoressa Isabel Pavez Guzmàn, dopo ripetute violenze e tortu!
re, viene truccata e vestita di abiti non suoi e di fronte una telecamera intervistata sulla sua condizione di prigionia. Per non aver risposto come ³da copione² viene trasferita in un centro di detenzione dove gli vengono inflitte altre torture. Viene rilasciata senza i suoi averi nel novembre ¹86.
Durante la ³matanza de Corpus Christi² nel giugno del 1987 (operazione dei servizi di sicurezza) viene ammazzato il primo marito della professoressa. Nel novembre 1989 Isabel Pavez Guzmàn viene nuovamente sequestrata, alla luce del giorno, dai servizi segreti perché si avvicinavano le elezioni e torturata nuovamente.
Ma il fatto più grave succede nel gennaio di quest¹anno.
Con gli arresti domiciliari di Pinochet parte un¹ondata di repressione da parte dei militari. Ufficiali Giudiziari si presentano alla porta di Isabel Pavez Guzmàn con una notifica che richiedeva alla professoressa di presentarsi al ³Cuartel General de Investigacion² per rispondere ad una falsa causa nei suoi confronti già portata dal suo avvocato di fronte alla Corte Interamericana di Diritti Umani.
Isabel Pavez Guzmàn si presenta il giorno seguente con il suo legale presso il luogo della citazione. Mentre il suo avvocato parla con le autorità del posto lei viene portata in una stanza e sotto la minaccia di un coltello viene violentata. Dopo questa nuova serie di torture il delinquente in uniforme la riporta dal suo avvocato, che oltre a rendersi conto di quello che è successo non fa commenti perché in Cile esiste ancora la reclusione immediata per oltraggio a pubblico uficiale.
La professoressa aveva già in programma da ottobre un viaggio studi fuori dal Cile, cosicché nel febbraio 2001 va all¹estero e non rientra. Questo caso sarà presentato in questi giorni alla Corte Interamericana di Diritti Umani oltre ad essere stato presentato ai Tribunali di Giustizia cileni. In questi ultimi, però, sono ancora oggi molte le persone che parteciparono ai servizi segreti durante la dittatura e molti giudici sono apertamente ³pinochettisti².
L¹attentato all¹attuale marito della professoressa, Martin Branje Rodriguez, rientra nella logica di persecuzioni e nell¹ondata di violenza scatenata in questo periodo dalle forze militari e di polizia: dopo l¹investimento è succeduto un pestaggio con urla intimidatorie all¹indirizzo della moglie; nella tasca della vittima gli attentatori lasciano pure un biglietto manoscritto con frasi di spregio per la professoressa e con la promessa di avere pazienza fino al giorno in cui fosse tornata per incontrarla. Martin Branje Rodriguez attualmente ha solo un braccio rotto e non è morto per fortuna.
CHIEDIAMO
Che vengano mandati Fax, Mail al Governo del Cile ritenendolo responsabile per qualsiasi cosa possa succedere a Isabel Pavez Guzmàn, Martin Branje Rodriguez, e qualsiasi altro loro parente o amico. Sono tanti i cileni che vivono oggi nella stessa condizione mentre l¹opinione pubblica crede, con l¹arresto domiciliare di Pinochet, che la dittatura dei militari sia finita e che tutto si risolva esclusivamente nei tribunali.
³Una sola persona giusta è sufficiente per credere che un mondo migliore sia possibile; e una sola persona perseguitata e torturata senza che noi possiamo alzare la nostra voce, è sufficiente per pensare che non stiamo difendendo i diritti umani, e che siamo complici a nostra volta².
