What are options.

In New York there are many free-ish clinics, plans like Healthy New York, various variation of medicare etc that are available to people under poverty line and in income crack.s

I know a couple living in Ohio, make about 40K a year between them, but are self employed so they don't get insurance form employer. They both have health issues of late, and need to begin having some kind of regular medical treatment. Are there subsidized clinics or subsidized Health Plans like Healthy New York (Which costs about $250/month) available in Ohio? THe couple are US citizens and 55 and 56 years. They suffered some kind of financial bust a number of years ago and have never quite come out of it somehow -- so they don't really have savings or 401k.

If anyone has any info, i'd appreciate it greatly.
