Is there a library in Chicago that is comparable to the Library for the Performing Arts at Lincoln Center? I need to find vocal music as well as arrangements for string quartet for Ombra Mai fu by Handel.

You don't need an arrangement because Handel wrote this for string orchestra (2 violins, viola and cello doubled with winds). One assumes there were several strings on a part originally but it will work just fine with one on a part.

Find the main site and bookmark it as it will come in handy. Not everything is here but a lot of things are.
