Not so much a clarification, as a welcome contribution to the debate.
It is perfectly true that planning has been changed (for the worse) and that South Kesteven is now obliged to print maps of Bourne surrounded by new housing estates at every point of the compass.
This is the pro-business planning introduced by Labour, supported by the Conservatives, and it does not mean that all these schemes will go ahead. It's a kind of Larkfleet dream.
But I do not fall for this "clarification" idea. The position is extremely unclear. If you look at the maps for Langtoft and Morton, it is more than unclear, it is downright frightening. It will take debate and not just "clarification" to get our planning back in order.
