If I'm being honest it's the block votes that killed off any hope of Trevor getting back in. Conservatives fielded 3 candidates in east and west this year simply to bump him and the green candidate in the east ward from receiving the 3rd choice vote. Though the leaflet really does border on slander, everyone whos seen it who i've spoken to has said what a disgrace it was.
The poster thing was in grantham, the councillor who had them removed was Ian selby and he is filling a complaint by all accounts even though he was re-elected.
I'm sceptical that ability comes into it, and it's interesting you mention those speed bumps. I was on beech avenue on monday and tuesday and the number of people who said that when they questioned Linda neal about she shrugged and said "It's a county issue" was staggering. The point of ward representation is to act as a link between the community and local authority and it's something that neither the majority of councillors nor residents have taken on board. Perhaps if helen can create a stir in bourne and create some accountability people will see what a terrible job is being done.
