which is usually what i do. i rarely make a palette to start. i just draw everything using the photoshop pencil tool. then i color it is using the lassos and paint buckets. then i shade everything using the pencil tool again. i usually use 4 shades per item, sometimes 3. these are: outline color, shadow, base color, highlight. if something needs to be a similar color, i use the eyedropper tool to make sure i use as many identical colors as possible so i don't wind up using more than 256 colors (which i have done a couple times, in which case, rather than dithering, i just reduce the colors with no dither set, and then re-color the graphics which lost color.
