I'm not sure I understand your definition of a "game". Why would "The Sims" not be a game? It has scoring system and a reward system and there are attainable goals. To count as a game, does it have to be a multi-player competition? Does it have to have a single, final goal? Does this mean that Hide-and-Seek isn't a game since it just keeps going until the players get bored?
I think the difference between a "game" and a "toy" is subtle. Perhaps it's more accurate to say that a "toy" is an object (like a set of blocks) and "game" is an activity played using a toy (like Jenga). So it might be more accurate to say that KiSS is "a toy which can be played as a game".
