Could. That's the key word, the amount of RP & i.d. projection which goes on when playing w/ a Kis Set is one of the most variable qualities in the whole art-form. There are Sets which are made to encourage RP, & perhaps there is some of that implicit in the trad view of "playing dress-up", however most Sets function more like adjuncts to narratives, almost novelistically, one is presented w/ a char (published or orig) & one is able to "reconfigure" them. I don't think zero-sum is nec pertinent, since as you point out there are things which are def games which work both ways -- in re non zero-sum; multiple victors, degrees of victory, no losers, &c.
