Actually, there is one way that tea could have shuffled the outfits and kept it truly random: by using just one randomtimer.
You make a series of alarms, each one setting the doll to a particular outfit. The alarms start off and run in a circle. Then you have a single randomtimer which stops that circle. It would look odd but it would function.
