I believe you either read something which was incorrect, or may have misunderstood something which was correct.
Or, it is possible you read something very early in terms of limits. But frankly it sounds like something having to do with colors. The earliest sets allowed 16 color palettes. 256 color palettes were considered a breakthrough, with a 0 color and 255 visible colors.
If object numbers were ever limited to 256 that is certainly not the case now, although there are some viewers that don't like it when you assign some object a number like:
#1013 ribbon.cel
and will refuse to open. I've only seen it with poorly made sets [There were no numbers between 22 and 1010, so the .cnf had pages and pages of place holders.] I'm uncertain what the limit is on those viewers, but think it is still over 256.
