Not a layering problem

You don't have a layering problem!
Which is too bad, since that is easier to fix - just edit the .cnf to move the back down.
You have an alignment problem.
Cels align from the top left corner of the bounding box [space around the cel]. Your problem is that the two top left corners don't line up exactly. I learned early to create backs with the exact same bounding boxes for front and backs to avoid the problem. If you are on Macintosh you have to redo a cel to correct the alignment problem. If you are on IBM I believe there is a way to adjust offsets [make the viwer add/subtract the necessary pixels for alignment]. But you need someone who knows how to explain it. (It can also create potential problems... No, let's not get into the problems. Hopefully the problem won't occur. If it does, well, the first few sets are learning process. If you survive the first couple dolls, which are pains in the rear it becomes easier. But for the next several you have the occasional "Doh!" problem. Something just doesn't work right. You can't figure it out. You ask for help, and the answer is so simple you slap yourself and wonder how you missed it. That is normal learning curve progression.)
