Because it became the way or road to fulfilling the other 10, once the ordinances were blotted out as a result of the death suffered on the cross. The cross opening the door for man to receive deliverance to the bondages of sin, as a result of receiving HIS SPIRIT WITHIN THE INWARD MAN FULLY to manifest from within, since god is love according to 1 John 4:8. And therefore who better than to bring this forth so that one can do what is written in Rm. 3:31. Whereas before the cross, this was not offered in the fullness it was thereafter.
So essentially it was a new commandment. Or at least one that could now be fulfilled, whereas before this was not the case.
