Hi Chris,
Actually, Toine is correct - the D-Type mask was issued minus the poppers. Every B-Type helmet had the poppers attached.
The early D-masks had the station tailor / rigger, attach the poppers directly to the mask. With this set up however, the wearer would sustain skin burns from frozen metal against the skin. So that is why the strip with two poppers was introduced. Plus it enabled faster and more accurate placement of the poppers to the mask.
