I have several 1941 Pattern Mae Wests. The straps on mine are sewn-in/integral to the vest. None of the component parts are stamped as the completed assembly is considered the actual item.

Not sure what the straps are for but the red stitching attaching the buckles looks out of place.

Coincidence...?
