If I save a webpage to my desktop, then I go somewhere where there is no internet access, will I be able to open the page using the icon on the desktop?

If you use the "save web page complete" instead of the "html only" option, when you save the page, you should be able to see is as it is on the web. What will happen is, it will save the html, along with another folder containing images and any other support files, such as javascript and flash and so on.
