They're meant for chewers and as a bit of a puzzle to occupy your dog. Like gnawing a bone to extract marrow, but in this case it's treats or peanut butter.

Stevie loves peanut butter in a kong but peanut butter does not love her
I put some kibble and part of a cookie in her kong sometimes and she likes trying to figure it out. Otherwise, she's not a strong chewer so it's not super fun for her.

Kongs are not strong enough for Viola - which is to say nothing is. Seb can't (or doesn't) eat them completely, but we can't have them unless we want to see bits of red rubber in Viola's poop.

Bruno LOVES plush or stuffed toys but I have yet to find any that will withstand his chewing and rippery.
Last year for Christmas we bought him a dog dinosaur that had like 5 layers of nylon and 7 layers of stitching.
$50 wasted in about 12 minutes.
