Shanghai Air Gun produces the "Industry" line and, for all appearances, Shanghai is run under Norinco.
It might be a case of "trickle down" manufacturing where the basic components (barrels, recievers, etc.) are all manufactured in one plant then sold to other companies for assembly/final fitting. That would certainly explain the basic similarities in all Chinese guns and the differences in appearance and quality in the final products. Too, it doesn't make sense that RWS and/or Beeman would sell license to so many companies to "clone" their rifles and a single licensing agreement is much more logical.
This is pure conjecture on my part...don't take any of it as fact.
