I would definitely try adding the English keyboard layout and trying shift+3, etc

I wrote a Facebook status in Greek not too long ago and I did it by switching my keyboard layout to Greek, then typing it, then switching back to my normal US one. Perhaps, you can switch to US when you use QBasic.
