Aussie visa to enter Australia from PNG

Unbelieveable what my family is going through to enter australia on visitors visa.
My brother paid $1200.00 for his wife and little daughter and himself the cost of visa.
After two weeks they checked the email no visa so they went to Aussie Visa in POM only to be told that we need a invtation letter from your newphew and everything will be okay. Upon return the next day with the letter, they were told the visa will be email to them, another week wait. so again they called into Aussie Immgration and visa. They were told we need the medical certficate, so poor once , they went to see the doctor, the fees cost K700 per person, I helped them with $600 into PNGK980.00.
When they went to see the doctor,he said I need a letter head from Aussie so once again they went back to Immigration and Visa for that. Just imagine the frustration that my brothers had to go through coming from the village and have no idea the process,
By now I purchased return tckets POM BNE POM at PNGK3,504.00 for three of them, its getting to late ,this was now in late November for my sons wedding they never made it. I also purchased Domestic australian flight cost at $982.00
Next day to travel, they went to see Aussie Visa if their visa and all other documets were ready, they sat all afternoon in the visa office, only to be told that we want to make sure that all your documents are done properly before you travel. They never made it again. This time I rang and told my brothers, its too late you can't travel I'll ring airniugini to rebook you.
I cancelled all the flghts lucky I had purched travel insurance within australian domestic so phone them and made changers. Last week My brothers went to see Aussie visa in POM about the visa, they showed them recipt and was told the wife's xray ths and that your wife need to get chest xray so they went yesterday to see the doctor, it cost $400 per person, so they gave up and gone home to make some more money to pay for doctor.
Can someone tell me if ths me or others have same issues like brothers have with AUSTRALIAN VISA in Port Moresby. I'm collecting all the evidence from my brothers to ring Australian Immigration and Visa here in Australia to make complaints.
Its cost me well over $10,000.00 before my family made it to Australia, how rediculors is this.
