Michael and rpgfan are right; without time there is no such thing as "before" and "after".
But the concept you are speaking of is called "causality". Einstein proved that the order of events can be different from different people's points of views; if I lived in another galaxy and you lived on Earth, it is possible that I could be born before you from one person's point of view [see footnote *1] and you could be born before me from someone else's point of view; and still a third person could claim we were born at the same time. However, everyone will agree that your mother is born before you because your mother's birth was necessary in order for you to be born (it was a cause, your birth was an effect of that cause). Causality means that any event that causes another must necessarily occur first in everyone's reference frame.
However, these laws only apply to matter (which has invariant mass), but it is possible to construct a reference frame in which you are born before your mother. There are theoretical particles, called tachyons, which, if they exist, must always travel faster than the speed of light. The laws of causality don't apply to such particles, atleast our interpretation of "causality". A tachyon, if it exists, may very well have a causal viewpoint, but it would be a very different viewpoint from the one we are familiar with. Tachyons haven't ever been detected, though, so most physicists believe that if they exist, they don't interact with normal matter, which is just as well because if they did interact with normal matter we could use them to interact with the past.
*1: By "point of view" I do NOT simply mean some sort of optical illusion due to light reaching different observers at different times. According to Einstein's special theory of relativity, different observers with (very) different velocities (close to the speed of light) will have different views of the order of events in time.
