I find the contrast in these two stories to be very telling:

The departmental probe found a pattern of unconstitutional stops, searches and arrests of black residents, and the use of unnecessary force against them. Baltimore agreed in January to make sweeping changes to its police department in order to avoid a federal lawsuit ─ a deal cut just as the Obama administration was about to cede power to the Trump administration, which had signaled a more hands-off approach to such arrangements.

At the same time, violent crime in Baltimore spiked, and the rise has not abated; the city is on track for one of its deadliest years ever, and could end up with more murders than New York City, which has 13 times more people.


Two years ago, a particularly brutal August — the deadliest the city had seen in years — alarmed Los Angeles police.

Hoping to slow the bloodshed, top officials at the Los Angeles Police Department retooled their crime-fighting strategies. They sent extra officers to the neighborhoods hit hardest, looking for guns and focusing on gang-inspired violence.

This summer, those changes finally paid off, Chief Charlie Beck said Tuesday.

L.A. saw a total of 59 homicides in June, July and August, Beck said — far lower than the number of killings typical for the three-month period. Other than 2014, when the city also recorded 59 homicides, it was the fewest killings in a single summer since 1966.


One city tells its cops to quit targeting blacks; its crime and murder rates skyrocket. Another city cracks down on the "neighborhoods hit hardest" (aka "black neighborhoods"), and murder and crime rates fall to lows not seen in the past 50 years!!

Now, I'll let you draw you own conclusions for cause and effect here....
