What does Rosianis mean here? It can't be "Russian citizens", otherwise a Russian citizenship for them would not be discussed. So whom does the new law concern? Ethnic Russians living abroad? Those who lived in Russia in the past? Those whose ancestors lived in Russia? Or whom?
That is not clear. Maybe anybody who claims to have some Russian ancestry could ask for such passport and citizenship. Israel has similar rules. Anybody claiming to be jew, theoretically, cannot be refused. Let us wait, maybe it will become clear later. Maybe we will all ask for a Russian passport. After all some thousand years back we have been the same nation.
The law says "compatriots", or more exactly "participants of the state programme for assistance to comratriots in re-settling in the Russian Federation". In practice it denotes "non-title" population of the other ex-USSR republics, and re-immigrants who didn't manage to settle down in Western Europe, Israel and other countries like that. The weird thing is that Russian language is not necessary for immigrants anymore. The program is largely regional one, i.e. Russian regions decide whom they want to "invite", and where they want them to live (while the federal government disburses it). I guess in practice it means that from now on the local authorities will be able to grant Russian citizenship to anybody they want, even the ones who hardly have anything to do with Russia -- thus Russian regions will be able to conduct their own immigration policy.
Just like most European countries Russia has catastrophic demographic situation and it is losing about 3/4 million people each year. This law is attempting to turn it around by siphoning off russians and russian sympathisers from surrounding countries and to bring back to russia 2nd and 3rd generation russians, who live abroad and dont speak russian. For example from south america, the USA, etc.

The word was borrowed by Slavic languages from French and is based on the French form: kilometre. If we based it on the "more original" Greek form we would get something like hilometr (BTW Greek is the only language where the word for kilometre is abbreviated XM and not KM).
