I recently purchased a Rws Panther 34 in .22, and have run across some problems trying to sight it in. The gun, which has little visable barrel droop, shoots very low. With the stock fiber optic sights at 30 yards the groups print an inch low. This is with elevation cranked to the maximum. With a Barska 3-12x40 (maximum elevation) and accushot medium scope rail at the same distance, the gun shoots almost a foot low.
So, my questions for you all is:
1.) Is the 34 designed to be a 20 yard gun, or should I exchange my defective gun for another?
2.) Will a longer elevation screw and an adjustable mount fix my predicament?
Are you saying at 20 yards with a scope you are shooting a foot below center? Have you done any adjustments to your scope? If so and you still are shooting that low I would return the rifle for another. This is very unusual.
Check the front screw on your trigger guard and make sure it's tight . Then tighten the 2 front side screws on the stock. Also Once you cock the gun and with barrel almost closed see if the barrel slips dpwn a bit ....If so just ever so slightly tighten the screw that is on the barrel hinge pin untill the barrel will not slip in that cocked but not locked position .
Now as someone else has said How much have you moved the scope adjustment screws if any ?? If you do take the scope back to its starting point and try going to a machine shop supply house and getting some shim strips , they come in 12 inch x 1/2 inch wide and get a .001 / .002/.003 /.005 thickness. When you cut them with a heavy pair of scisors or a tin snip make sure you file sand bevel off the cut edge so its not burred or bent over a bit .
If that don;t fix up the open sight with the tightening I'd send the gun back . etc .
The barrel will always look tipped downward if it isn't in the locked position, always. If the scope has been adjusted away from its optical center, not mechanical center, I suggest you get it centered before proceeding or you will not get the most the scope has to offer. Use shims made from a soda can under the back lower ring. Keep adding shims till it is pretty close at 35-40 yds, without moving the elevation knob. Lock it down, fine tune the scope and you should find it to shoot a bit low at 10, right on at 14-15 and get a bit high at around 25 and settle down to being on again at 35-40. You have to use both intersections of the line of sight and pellet path. Hold-over is then only required for targets beyond the sighting in distance of 35-40yds. Hope this helps.
I don't know if my 34 low shooting was severe as yours but I had to get a one piece scope mount with rear adjustment. I used a Gamo mount that does just that and it is fine now. F Nash
Use the accushot mount and put a one inch piece of zip tie underneath the rear of scope. Fixed my problem you will need to loc tight and clean the old oil off screws and threads first. My scope walked off my 34 after 1000 shots i needed to remount so far so good. My gun is settling down.
We had that happen on our Gamo supreme in .22 we shimmed them.

A dealer had a sell on Gamo SS .22 for $115 about 5 air club shooters bought one each. Looking for a mid price informal target club gun, hunter and plinker. Everybody except for the guy with the adjustable 1 piece had a problem with the rifles shooting 6 inches low. We shimmed the back ring of the scope mount turning the elevation turret to center and adjusted the scope from there after shimming with electrical tape. Theses rifles were able to make 80 yards shots on 4" clays after that. Others have moved on to better mounts mines still is the way it was and still shooting great using RWS super domes and Crosman wadcutters.
Your going to need to shimm up the rear of the scope

I have the same barska and rws 34 new and the accushot mount. Get a black zip tie and cut one inch of it and apply underneath the rear of scope. Volla its within specs, expect the scope to walk off for the first thousand shots mine did. Degrease everything before loc tight. So far mines a cool gun no regrets.
