Help regarding Scam

HI

Back in June I paid a company $97 regarding traffic exchange. I sent maybe 15 emails asking for my traffic, or at least an answer. Unfortunately nothing. When I tried to go back to their website, it was closed.

Now I have found the name of the company, I just phoned them today and spoke with the webmaster in charge, and he refuse to refund my money.(on their site at that time it says that if no traffic is comming my way, they will refund three time the amount).

Is there any organisation I can contact regarding this matter ?
Also If I write the same of this company in forum telling my story to avoid other people to get burn like me, am I going to get in trouble, can they take my to court???
I am new to the internet and leraning evry day...
