How do you create a URL that reads like this.....

I see alot that marketers create URL's that read
like this:

http://www.marketingtips.com/order

How do you create a url page without having to add the ".html" or ".htm" extension?

Is there a certain java or cgi script for this?

Im looking to do this on my pages but don't know how?
