I can't guarantee you to build any list fast unless you joint venture with someone who does have his/her list already.
But if you do want to build a list steadily and also gives you the income that you want. You will have to take a few approaches in creating the targeted traffic first.
You might like to try article marketing for a start as it will be able to build your credibilty and your list at the same time.
