at least in the horse world is done after the classes and it is only done at Nationals and Worlds or the very large shows. The results come later, of course, and if an entry is positive then the Championship win is pulled and Reserve moves up. They test all class winners. I can't remember if they test Reserves also and I've never had a horse randomly tested.
The expense at an all-breed dog show would be incredible and the judges better be pretty darn sure if they excuse a dog/horse from a class.
