some breeds are known to produce dwarfism, I know pointers are one of them because I spent allot of time researching them at one time.
This is not an uncommon thing in bulldogs, it's not common, but certaibly not unhesrd of. The features you see in this pup are pretty typical, the large head, the eyes that bulge out and sometimes look "east west" and the poor feet seem to be recurring issues (among others).
The kind of dwarfism that creates the extremes in conformation for some breeds (bassets, dachshunds, etc) is different.
