I would say that your conclusion is correct, Bea. Consider that we, collectively, as Bulldog owners, breeders and fanciers are having so many questions about our own Standard and how to understand it and then consider how it must be for someone coming from another breed to understand our Standard and be able to apply it to judge well. Then consider how many different "styles" of Bulldog are being shown and bred. It's no wonder the quality and the judging is all over the place.
