Can anyone in this forum tell me what it is when someone can feel others' eyes on him/her OR can feel that others' intent is on him/her through their stare by immediately looking back at them.

I am not sure there is an exact name for feeling someone's or something's eyes on you .The closest would be probably Clairsentience (feeling/touching)
