36" RCA does not turn on

I HAVE A 3 YEAR OLD RCA 36" TUBE TV AND IT WILL NOT TURN ON. THE TV HAS A ON/OFF
BUTTON ON TOP OF THE TV AND IT HAS A GREEN LIGHT BLINKING IN IT. THE GREEN LIGHT IS ALWAYS SOLID WHEN THE TV IS ON SO I SAY THIS BLINKING LIGHT IS TELLING ME THEIR IS SOME KIND OF PROBLEM. I CANT FIND MY OWNERS MANUAL , CAN SOME ONE HELP ME? THANK YOU

Its chassis ATC113.
Blinking green light is sending out a code....count the blinks and let the other techs here know.

my bad:(.... my mistake about blinking light.I answered to quick ... Rca uses an error code system that needs a computer interface to read the codes.
