I have a JVC HV53 Pro rear projection tv. The convergence is off. When I go into the menu to aligh the + there is no movement although the + that I have highlighted does blink.

I am a single mother and can not pay a lot for repairs. What would the likely problem be and is this something my dad, an electrian, would be able to fix himself?

Most likely the convergence amps are out. Associated resistors and fuses may have also failed. Parts are cheap and readily available. The labor involved can be a real struggle if you have never replaced something like them before.
