Insignia IS-LCDTV32 only turns on when house is hot

I have an Insignia model- IS-LCDTV32 that will only turn on when the house is over 78 degrees. When it is cool it will make a click noise start to turn on the screen and fails, then if you try again it does nothing. If you unplug it and wait it will try to turn on again but usually fail. It also displays a flashing LED on the front after it fails to turn on it goes on for a second and then off for about 2 seconds. Has anyone else had this same problem? If I take it apart what problems should I look for? Thanks

I looked at the power supply and found 3 capacitors that are bulging at the ends. They are 680 UF 35V 105C radial electrolytic. I would like to try and change them out. I just spent a couple hours looking for them online does anyone know a good place to try and find them? Or should I just order a whole new power supply board? thanks
