Magnavox RR2540 A104 turns on, but doesn't fully turn off.

I found a 25" Magnavox RR2540 A104 television, manufacture date September of 1992. It powers up, has a good picture and sound, but when I push the button to turn the TV off, the sound stops, but the picture stays there. Pushing the power button again restores the sound. I have to unplug the TV to turn it fully off.

Bad parts in the power supply causes this problem. The regulator IC (STR 30130) is shorted. Also, there is a transistor next to it that shorts as well. These parts fail because cap C432 has dried out after 15 years. There might also be a burned resistor nearby as well.
