ge fuse blowing

Ive got a GE 35gt690 chassis ctc 187 cn3 ,,It was give to me with a blown fuse,,and detacthed (broke ) degausse thyristor would this alone cause the fuse burnout

Check U4101, Should have-40v at pin 1 using pin 3 as ground reference,and also check CR4106.
