You requirea a lare Nug (Mash) set it in front of TV then pull the trigger. Otherise you need a pro, your choice.

kabayan........is that horiz noise was there all the time or only w/ signal (from tuner or auxiliary)?

This is not an HV arc, it looks more like a jungle IC running rough, There seems to be vertical issues as seen by the text data on a line near the top of scan, so you have a vertical roll over and perhaps a noisy vertical output. There also seems to be just a bit more, but it certainly is not EHT arc.

what i'm asking kabayan if with or without input is the nosie still visible?
If the noise is present all the time ,disconnect any input from the set with the help of osciloscope and circuit diagram, start tracing the noise from crt board to input selector circuit and see where the noise stop. If you could'nt see noise from that path,could be from crt or HV section. merry x'mas and a happy new year ,good luck

Looks like a bad blue gun in the CRT. Tap on the neck and see if the picture flashes blue.
