Problem with my RCA CTC177BH2

My RCA works fine on every channel except the low ones, channels 3-5 especially but can be as high as channel 11. I can be watching tv on those channels for awhile and then the picture will slowly start to scramble until you can no longer make out what is on the screen, it will effect the audio as well. Keeping it on the channel will eventually unscramble back to normal but this might take several minutes. While the tv is acting in this manner, I can flip to a higher channel and go back to the lower one and momentarily the problem is fixed. Also the longer I stay on the higher channel, the longer the lower channel will operate normally until it starts to act up again.

I show the set as a min of 13 years old, this could be the whole problem, But there are several bulitens on this that all point to defective tuner grounds, what this means is remove the chassis and turn it over, remove the tuner shield and resolder EVERY THING.
