My Mitsubishi TV model VS-45605 picture rolls. The color also takes awhile to come up on a cold start. It takes about 5 minutes for the picture to brighten up and the color to come on.

Get out your soldering iron and solder sucker and get to work. See below.
Symptom: VERTICAL JITTER
Cause #1
1. CHECK C2P05 100 UFD 16 V OFF PIN 3 OF IC2P01 (9-VOLT REGULATOR) ON
THE SIGNAL PCB.
Symptom: POOR VERTICAL SYNC
Cause #1
1. VERTICAL ROLLING, VERTICAL BLANKING BAR LOCKING IN THE MIDDLE OF
THE PICTURE, ALSO MAY HAVE HORIZONTAL PULLING OR TEARING. CHECK C2C52 10 UFD
@ 50 V OFF THE BASE OF Q2C51 ON THE SIGNAL PCB. 2. CHECK C2P05 100 UFD 16 V
OFF PIN 3 OF IC2P01 (9-VOLT REGULATOR) ON THE SIGNAL PCB.
These sets are full of the infamous black rubycons! In time they will be
failing!

Thanks for the information. I have been able to find everything except C2C52 and Q2C51. Can you tell me where on the signal board this is located. Also, Is there some company can I find complete replacement boards for this TV?

Thank you very much. You were exactly right. I replaced the capacitor C2P05 off of pin 3 of the 9-volt regulator IC2P01 and it fixed it. The brightness and color came back immediately and the picture has not rolled yet. Can't thank you enough for your help.
