I have a toshiba tv where the screen is black at the top. It is black for like 4 to 5 inches down from the top of the screen. The picture starts there and its like the picture is overlapped. And where it is overlapped there is white lines the goes across the screen. It's like you shrunk the picture and folded over at the top.Is there a way to adjust the picture to where it would be at the top of the screen ???

You can not adjust a fault. You have faulty capacitors in the vertical section which will continue to get worse till the output chip gets destroyed and you have no picture. So fix it now before that happens or get a new TV.

I was wondering if you could answer this question. I have a Sony Wega that the picture was clicking on and off ( you could hear it ) then in time the picture turned green. I called several repair shops and they said it was the picture tube and then I came across a repair shop that would come to the house and looked at it first. He told me he could rejuvenate the tube and it should work. Well it only worked for about 2 weeks then went back tot he same thing. Is this tv repairable or not

Seems like it was the picture tube. Since the symptom retrurned so quickly, change the tube. If it is cost effective or change for a used one.
