Lines thru top of screen

I have a Panasonic TV I bought in 2000 that started having white lines at the top of the screen about 5 or 6 months ago, every time I turned the TV on. However, they would fade out after about 2 or 3 minutes, one line at a time ( you could watch it progress up the screen until they disappeared).

Yesterday, however, they came to stay. I tried unplugging the TV for several hours, hoping that it would perhaps 'reboot' something, but to no avail. I have a couple of questions:

1) Can this be fixed?
2) If so, how?
3) What tools will I need to do so if it can be fixed?

Any help appreciated.

TRY CHANGEING ALL THOSE SMALL CAPS BY THE VERTICAL OUTPUT IC LIKE 1UF AT 50V
OR 100UF AT50V 10UF AT50VOLTS THE IC IS FLAT ON A HEATSYNC HAS ABOUT 13PINS
MAYBE LA7840 OR LA7846 MAYBE AN5512 GOODLUCK.

I'm sorry, but I don't quite understand. What are the small caps? Do I replace them, tune them somehow, etc?

Any help/clarification appreciated.

Unless you are handy with a soldering iron, dont even try to change those caps yourself. Take the TV to a tech.
