Do you have any idea of how much money it costs to create an operating system like Windows or how many million hours of time it took to create Linux?
Your idea is simply undoable.
The biggest music industries in the world have tried everything to stop piracy and no technology they have tried has worked. Someone always finds a way around the technology.
The only thing that helps is to prosecute severely those who pirate. But then again, we're in PNG where no one goes to jail for anything except very minor crimes, then the police beat them up for good measure.
The pollies will always be able to pirate their music, hell they probably run pirating businesses. They'll never go to prison.
