A report to the International Crisis Group has identified unqualified rioad builders as "parasites" that are making millions building dodgy roads in PNG. A recent road to Pangia in the southern Highlands has been labelled a "Dud", having been built by unqualifed builders in the company now known as "Asi Holdings". Locals say the road is too skinny, has not enough tar on it and is already falling apart.
Groups like Asi Holdings have made millions building substandard roads, and nobody in the company has any qualifications in engineering or road building. The family nature of these businesses also concerns people, and the areas where they build roads are always the ones suffering. Pangia people are clearly angry, as this was the first real road to the outside world, now it is expacted to erode away within 10 years.

This is sick! How can we compromise the safety of the travelling public for wealth creation of another company?
If these projects are awarded and managed following proper procedures, they bid should have been screened at the first place and on being awarded, there would be 'hold points' as specified in the Scope of Works for the Project Managers to assess the quality of the work and grant permission to proceed to next milestone etc.
People, we are talking about corruption and this is a clear one! When are we going to wake up to reality? When are we going to stop robbing the people?

I am sure people from different parts of the country have examples. In East Sepik, the company that has been doing dodgy work and getting away with it is SBA, a Somare family company. Their reputation is so bad that they have now had to change directors and name to Eastpac......different name, same blood sucking animal.

Wow, thats amazing, apparently thats exactly what Asi Holdings did, they had another name, and a few years ago they changed their name to Asi Holdings, this is the company at the centre of the Pangia road controversy.
Does anybody know who Asi Holdings is?

I thought Pangia road was maintained and build by CivPac Constructions. I have not heard of Asi Holdings but we know of some Engans bringing in their machines there. I would not be surprised if this company is linked to Pangia Investment Authority, which is run by illeterate villagers appointed by O'Neil, who have no brain for themselves. History repeats.

It is common knowledge that CSTB is in control for a majority of supply and tender contracts. But any subcontracting down the line or from the incumbent National Member of Parliament, the incumbent National Minister, or selected tender winner is open to abuse. Seen everywhere on the other Boards.
The question is WHO AWARDS THOSE DODGY DEALS?

I am so saddened by this turn of events, it is so sad to see my beautiful country going to the dogs and a few rich and greedy bastards!
I wonder how the process of Project Management is enforced, what checks and balances are in place to ensure work is executed in a safe, cost effective manner and to the quality as specified in the Scope of Works/Technical Specification (if any)
Any roads or infrastructures for public use should be guided by stringent technical specifications to ensure safety of the enduser.
This should be managed by the Works Department through their Civil Engineering Division.
I see alot of graduates in Civil Engineering come out the industry and take Provincial Civil Engineering, Project Engineer roles and even Works Manager roles but they lack the experience in road design/project management and that is one reason we are scratching our heads about the quality of the roads we are getting.
The other being having unqualifed road builders being contracted to the job, however it comes back the project management. If you have a good project manager who has a good Technical Spec, oversees the tender process and is able to inspect the road building aspect, we will avoid alot of this issues.

It is actually Asi Holdings that built the dodgy roads around Ialibu, and the junction road to Hagen. These people are unqualified, that is true, and they have made millions from these activities. I think they are from the Karamas area, where they have taken soil whenver they felt like, again cheating the system. I am not sure who they actually are, but they have made a lot of money when in a country like Australia they would not even be able to operate!

Look closely at the Central Tenders Supply Board. The boss lives beyond his pay cheque. He is getting kickbacks big time. Most of the road contractors are con red neck businessmen who would not be able to secure a road contract in their own countries.They allow fake bids at CTSB and reward the contract to these con companies. The companies pay up big time to the middleman and the CTSB boss. Infrastruture development in PNG. Bullsh*t! It seems that no government department and agency is without Corruption. CSTB is one state institution that has corruption and malpractise firmly embedded.
We see the lifestyle of the heavies and relatives of the heavies of CSTB go from rags to riches in a short span of time. This is not possible under the small government salaries they earn as contracted government staff.
Take the care of CSTB Chairman Brian Kimmins. Mr. Kimmins was a no good water driller in Lae before in become land transport board chairman. He was running his sister's drilling company in Lae for many years then migrated his family to Brisbane, Australia.
As the Land Transport Board Chairman, he absolutely did nothing for the agency. Through political cronisim, he was elated to the post of CSTB.
Appointed by the then Bart P. Lae Mp (some 7 years ago) and found his way to survive politicly. He collects his fees/cuts by lining up contracts. The latest is the awarding of the police house constructions with inflated prices to look after the political head, departmental heads and the very important man the Tenders Board Chairman - BK.
He travells every weekends to Brisbane and back, owns two houses in Brisbane, this is one of the corrupt officials that can be lined up with the politicians who milks this country dry.
Over the last years, he had been able to live a high lifestyle from driving a beat-up toyota double cab hilux in Lae to some of the high range motor vehicles like a top of the range Nissan Patrol fully kitted. He has also accumulated travel mileage without any real benefit to the CSTB.
He has been able to frequently moved his children from Brisbane to Port Moresby at will. He has accumulated a boat that is now moored at RYPC and live his high quality accommodation in downtown pom/koki. He is a frequent over night guest at Crowne Plaza and Ela Beach Hotel. A regular drinker and womaniser at Ozzie's Bar always escorted by a large entourage.
It is also possible that Brian Kimmins is working with is brother Keith Kimmins to get rich overnight using CSTB. Keith Kimmins has also gotten rich overnight with a boat at RYPC, a house in Sydney, Australia and mega place on Yule Island. Keith like his brother Brian is a truckie from Lae who has quite possibly hit the lottery through this brother at CSTB.
He lacks the management and leadership skills that CSTB needs to improve its governance processes and handling of contracts transparently. At the last, PAC hearing on CSTB, his answers were swallow and did not have substance.
It is also time to check the migration status as either one does not hold a PNG Passport.

Recently checked at the IPA on Asi Holdings and lo and behold....you need not be wrong. Plenty of undeclared conflicts of interests. Nearly nameless individuals but perhaps more towards persona non grata.
Just sad... that the right to privacy and the privacy of individuals must be respected thus their identity need not be disclosed or revealed here unless a court of law declares otherwise or particularly exonerates the businesses and of the individuals having revelations of conflicting and dual interests. This is the real right hand PNG, with corruption at its level best, while on the weaker PNG left hand we mourn transparency.
Let us remain silent no more under the guise of ignorance but strive for more balance where we must increase the call for transparency and righteous conduct like modeled in countries as Singapore, South Korea and Japan where political leaders commit suicide when found under vise. Vehicles like PNGTUC,TIPNG,OCPNG, CSTB plus so many other NGOs, who are rightly named and rightly commissioned but poorly empowered, ill resourced, unskilled, subjectively lead, poorly managed with people of dubious standings. Or even worse, inadequately placed, and treated with subjective scorn and shameful contempt by our very own elected leaders with dual interests.

The family referred deserves privacy...but the political connections and business links to the family need to be exposed. The public by law may not be privy to bank transactions or bank searches unless a legal process lifts it, but this is a small world...no one runs and can live for ever.
