How do you go about playing an evil party?

I mean how should it be done? Should you just try to keep your rep at a low lvl, but not so low that your constantly attacked and cant enter town? Or should you try to go for Rep 1, like most good players got for rep 20? Ive been thinking about starting an evil party so any help would be great Thanks!
