Is This Cheating Or What?

I wanted to see what everyone else thought of this. This weekend at the state folkstyle tournament I helped with wiegh ins and I saw two father/ coaches (one of which also helped with the wiegh ins) change thier own son's wieght to a higher class, right there in the wiegh in room.
I think this is cheating because they knew how well the kids were in the class thier sons actually wieghed in at. No one else had the opportunity to change thier wieght after they entered the room.
When one of the fathers was confronted with this, he replied: " Well my son is faster than the other kids at that wieght and he would have wieghed in at that class if he would not have been sick." To me this was stacking the deck. One of the boys in question is now a state champ. If that came due to his fathers wieght tampering is not the question. The question is, do these two kids deserve to continue on to Topeka or should they be disqualified?
