ReBoot has bee renound to have uneven numbering production of episode but after S3 they had no rendering difficulties or excuses involved and could do good time fitted storyarcs.
They continued that with S4 like with some 4 eps stories that could fit 2 hours slot movies too. Even if they kinda left stuff over like characters personality or went fast on details.
So... Usually, we have 52 weeks in a year and standard broadcasting buy for 26 and 13 episodes so they can do even reruns trough the whole year.
What can you do with a S4 with only 10 episodes? the two additionnal eps or would had made a huge one hour special but too short for a movie, or this is the Director's cut of what they couldn't put into both movies! Sincerely it would fit with the precipitation of MTB! it means you miss 2 or 3 more somewhere to meet some standard or the other.
But those are all theories. I think it's denied on alt.tv.reboot.
