I believe, that the reason glitch bob couldn't reboot is because he is GLITCHbob, as we should realize, from all the ocasions glitch was used to win a game, keytools can't reboot, since bob merged with a keytool, i think this inability to reboot was aquired along with his other glitch powers, but this is only my crack-pot reasoning, and i would love to hear your thoughts on the matter.
Actually, I believe it's established fairly well that because the merging of their code didn't take properly, since Glitch was damaged at the time, it was part if not the whole reason he couldn't reboot at all.
