The whole story line was that these terrorists had developed a liquid explosive that was odorless, colorless and looked just like water. When the explosive came in contact with any sort of acid, it would blow up... In one scene, a member of this terrorist group had been taken and was standing trial. The terrorists had filled the judge's water jug with this stuff. When she drank it she blew up and roasted everyone inside the courtroom. The viewing area had been protected by some sort of bullet proof glass.

Does anyone know the name of this movie? It's been driving me nuts for about two months now.

A couple of senators have been killed and the FBI is stumped, cause the could not locate a detonator in the debris. Danny O'Neill the FBI's top explosive is on the case. But his life is in a bit of a turmoil--he and his wife are separated cause of the death of their daughter, which Danny could have prevented, and she is working for Senator Traveres and there is a hint that there relationship is more than professional, which infuriated him to the point that he assaulted Traveres. And now Danny has to report to him in regards to the bombings. Danny discovers that there is a link to Traveres and the other senators who were killed and is afraid that his wife might get hurt in the crossfire, if he is the next target but unfortunately he is so on the edge that no one believes him. And he might have a lead on how they are doing it when one of them is caught and during his trial the judge exploded after taking a glass of water."
