Alright, here's the plot line. Its from the 1940's. Small town teen has alcoholic parents who continually neglect him. He falls for a girl who is friends with some mobster types. He unwittingly 'runs errands' for them and eventually gets apprehended.

This sounds like an MST3K movie I saw REALLY late at night some weekend in high school or college. Ugh - I can't remember the title though, it had the words 'Parents' in it I think, something like 'Blame my Parents' or 'I Blame my Parents' or 'Accused Parents', I dunno.
Wow. Uncanny. If I wasn't a huge fan of MST3K, I would've probably never known that one. But it's "I Accuse My Parents". 1944.
Either you're brain retains way too much information... Or you're not human. I'm not sure which.
MY ABSOLUTE FAVORITE MST3K (Yes, more than 'Manos, the Hands of Fate')! There is so much to appreciate in the movie, the Commodore 64 computer of the future, the lead actor with the mullet and giant chin, the fact the entire movie takes place in Vermont(?!?) - and fact that it ends with Revolutionary War Recreationists? Sheer Brilliance!
'Time Chasers'! (its also known as 'Tangents' for some reason)
