allergies in westies

I have a 20-month old West Highland Terrier who has a lot of itching, scratching and chewing, and the vet has determined she has allergies. I would like to avoid expensive allergy testing and don't want to put her through allergy shots or steroids. Does anyone know a natural approach to overcoming these allergies - I suspect they are environmental rather than food, as we completed the food trials and it didn't seem to make any difference. Any advice would be appreciated. Thank you.
