(((hugs))) I'm so sorry for the pain and trauma, Gail! I agree with you, and I wouldn't blame you at all if you called back to speak to a supervisor to get the dog impounded. There's no reason to think the owner is going to be more responsible now than she was before. Definitely do take pix.
Your town does have its priorities screwed up if it doesn't protect the tax-payers! Dogs are property, not people! I love my dog beyond words, but he's not a person and has no civil rights.
